Worth noticing: “no longer stabilized” concedes the unit was stabilized at some point — the question is only whether the deregulation was lawful. This email also confirms the complaint is before DHCR with the owner's answer on file, and commits in writing that you can stay. Your own July 3, 4:35 PM message is quoted beneath but cut off in this screenshot — it isn't in hand yet, which is why forwarding the whole thread is high on What to send.
